Over the last decade, significant changes have occurred in the world of WATER. Groundwater conversion mandates, new water conservation guidelines, and talk about potential changes to basic water law in Texas, are making this topic a hot button. Everyone from your neighbors out watering their lawn to our most senior elected officials in Austin are talking about it.

When an issue ranks this high on the food chain, there is bound to be misinformation circulating about, and it is extremely important to do everything we can to bring the facts to the surface…providing the public and key decision-makers access to the truth.

This is where we come in. When it comes to “packaging” water information in an understandable and “user-friendly” manner, Payne Communications and The Texas Network are unsurpassed. From customer surveys and the writing and printing of regular newsletters for MUD customers, to conducting town hall meetings, creating slick color publications for residents within the Authorities and developing entire programs (e.g., water conservation) for specific targets, we do it all. Our history and experience have allowed us to craft entire communications programs for our new MUD clients, with great success – and we stand ready to do the same for you.

  • Write customized articles for MUD websites – from research to draft for review to online layout.
  • Specialized writing assignments, including newsletters, brochures, customer satisfaction surveys, billing inserts, community advertisements (e.g., swim team programs, etc.) and fact sheets.
  • Plan and schedule community events – water conservation education days, town hall meetings, student programs and subdivision events.
  • Help create strategic partnerships with other entities interested in promoting water conservation (e.g., Lowe’s, schools, other MUDs, governmental agencies, etc.)
  • Provide media relations services – news releases, media liaison and crisis communications. Also, plan and execute media briefings on critical issues for the Board and/or its expert consultants.
  • Participate in problem-solving/emergency situations; craft and provide specific communications components in a timely manner.
  • Complete additional related assignments upon request.

Communication services are billed at either a specific, agreed-upon Turnkey rate, or on a negotiable hourly rate. Turnkey agreements include meeting attendance (when required), otherwise, meeting time will be billed by the hour, including travel time.
